JICA Loan No UZB-P10: Karshi - Termez Railway Electrification Project

Contract No. D03-3/4 “Supply of measuring system for Dynamometric wagon”

1. The Republic of Uzbekistan has received a loan from Japan International Cooperation Agency (JICA) towards the cost of Karshi - Termez Railway Electrification Project It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for supply and delivery to Uzbekistan of the measuring systems and equipment for special wagons.

2. The Joint Stock Company – Uzbek Railways now intends to prequalify contractors and/or firms and invites bidders from any countries to send sealed bids for the supply and delivery of the following Lot:

Lot 3-3/4 – Delivery of the measuring system for Dynamometric wagon.

(Details and specifications are provided in the Bidding Document).

Bidders may submit tenders for one or any number or combination of lots and may offer discounts for the award of more than one lot. Any such discounts will be considered in the comparison of tenders. Moreover, each lot must be priced separately.

3. Prequalification will be conducted through prequalification procedures specified in the Guidelines for Procurement under Japanese ODA Loans, March 2009, and is open to all bidders.

4. International competitive bidding will be conducted in accordance with the Two-stage, Two-envelope procedure: at the first stage the envelopes with technical proposals of the bidders will be opened (in order to determine that the bidders are qualified), at the second stage the envelopes of the bidders who have successfully passed qualification will be opened with their financial proposals. This bidding process is open and transparent to all bidders who may wish to participate in this bidding.

5. Interested bidders may obtain further information on the bid from Uzbek Railways and inspect the Prequalification and Bidding Documents at the address given below, from 09:00 to 18:00.

6. A complete set of the Prequalification and Bidding Documents, in the English language with translation into the Russian language, may be get by interested bidders on the submission of a written application at the address below. 

7. Applications for Prequalification and Bid proposals with translation into the Russian languages must be delivered to the address below at or before 14:30 on 6 August 2020. All bids must be accompanied by a Bid Security in the amount of:

Lot 3-3/4 – USD 50 000

Late Applications for Prequalification and Bids shall be rejected. Applications for Prequalification and Bids will be opened in the presence of the bidder's representatives who choose to attend at the address below at 15:00 on 6 August 2020.

8. Uzbek Railways will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Applications for Prequalification and Bids.
