CAREC Corridor 2 (Bukhara-Miskin-Urgench-Khiva) Railway Electrification Project 

Project Implementation Support and Supervision Consultant 

                     Mode of Financing: As per the ADB Financing Rules                       
Financing №: Loan Agreement (53271-001 UZB)

The JSC “O’zbekiston Temir Yo’llari” is intending to receive financing from the Asian Development Bank and the Asian Infrastructure Investment Bank toward the cost of the CAREC Corridor 2 (Bukhara-Miskin-Urgench-Khiva) Railway Electrification Project, and intends to apply part of the proceeds for consultant services. The Project implementation period is 2021-2025.

The consultant services include:

-              Prepare Bidding Documents based on the approved procurement approach as,

-              Provide technical expertise and review of the preliminary and detailed designs

-              Realisation of interfaces between the Employer and contractors/suppliers  (the Employer’s actions/decisions should be co-ordinated with works performed by the contractors in terms of organisation, technique and time)

-              Construction supervision (conformity with approved design, quality, functionality, safety, costs, bills of quantity)

-              Checking of project documentation (as-built plans, operational manuals, maintenance manuals)

-              Verification of claims (technical, financial, and impact on time of completion)

-              Dispute arbitration

The JSC “O’zbekiston Temir Yo’llari” now invites eligible Consulting firms to indicate their interest in providing the services. Experience in the following area or tasks shall be the minimum requirement for the assignment:

  • Experience in implementation of at least five (5) similar projects in the railway sector for the last 10 years.
  • Coordination and supervision of bidding process and contract management, including
    resettlement and environmental assessment according to ADB regulations.

Consultants may express interest in the forms of association, validated by an agreement among members of the association, which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy.

A consultant will be selected in accordance with the procedures set out in the Guidelines on The Use of Consultants by Asian Development Bank and Its Borrowers (current edition).

Expressions of interest must be filed in electronic system cms.adb.org by 12-00 hours (Manila time) 1 June 2020.
